RAD

Rental Assistance Demonstration (RAD) allows public housing agencies to leverage public and private debt and equity in order to reinvest in the public housing stock. This is critical given the 25.6 billion dollar backlog of public housing capital improvements.

What is RAD?

Public housing across the country needs more than $26 billion in repairs and many public housing agencies (PHAs) do not have enough money to keep units in good condition. Rental Assistance Demonstration (RAD) provides PHAs a way to stabilize, rehabilitate, or replace properties.

How Does RAD Help Residents?

RAD is probably one of the most innovative programs ever to be introduced to federal programs like public housing.  With more than 100,000 homes preserved and redeveloped and more than $ 4 billion dollars in construction generated, it is clear that PHA's have effectively used RAD to stabilize, rehabilitate and or replace dilapidated public housing with new construction without an additional expense to HUD's (taxpayers)  budget. 

What Are Our Issues with RAD?

  1. While there have been over $4 billion dollars generated in construction for private firms, and more than 108,000 jobs created, there is no-one who can give us a definitive answer on how much of these awesome opportunities have made it into the hands of low-income residents who call public housing home.  No one is counting and no one is watching.  
  2. Relocation efforts are displacing residents at alarming rates.  While most families receive Tenant Protection Vouchers (TPV) to relocate, many landlords are refusing to rent to residents with vouchers.  We call this income discrimination.  
  3. Families goals are not considered and therefore do not take priority during the relocation process with evidence of being relocated without a Self-Sufficiency plan that is consistent and aligned with the programs being offered in the new receiving PHA's jurisdiction. 
  4. While the process advocates for tenant choice, many are refused their place of choice because the initial PHA doesn't have the budget to cover the increase in the payment standard for the new receiving PHA's jurisdiction. A better more integrated system is required to track, monitor and assist relocated families with achieving their self-sufficiency goals.  

What Can You Do To Help Us?

  1. Support Can I Live and our efforts as we empower families through our Section 8 Housing Forum educational exchange. 
  2. Contact HUD Section 3 Offices and request tracking of numerical goals as it pertains to training, employment and contracting of Section 3 economic opportunities. 
  3. Make contact with your local city council, county commissioners and or state leaders and tell them to support Income as a Fair Housing Protected Factor.
